Is there any advantage at all to playing either the sewer or telecom cards on a region which is already at 100% development? I believe they have other advantages in terms of lowering revolt risk and increasing population, but not sure if they are worth the cost.

Event Issue

I occasionally get Events that just give the code rather than actually explaining the event. An example is below. I doubt this is working as designed. Does this happen to everyone? Is there a fix for it?

I did uninstall and then reinstall the game and so far (about 75 turns) I have not had any problems with the game failing to advance the turn. not sure if this will work for everyone of course.
