Yes.

Did you try running with the Windows 7 emulator, that is, using the option to run in admin mode in an earlier version. This is what I do and it works mostly fine, a few graphical glitches is all.

For me it depends upon which nation. As Russia or Austria I keep the GHQ mobile so it can rail to different fronts to promote new army commanders. It is a beautiful game, indeed.
I did have one last thought. Sometimes in playing against the Ai computer memory or such gets overloaded. So, exit the game every couple of turns, then return and play some more. I know that has worked for a couple of players.

I am not sure about steam based games, but in a non-steam application an access violation almost always means you have not run the game in administrative mode. I know steam does not provide this option to run a game, so you might make sure your steam application is set to run in administrative mode....

So a leader who is not active (ie your deactivated) is just fine in defensive battles. That is, he retains all of his combat values.
