Were you playing against AI and doing many turns?

You get it. That said, I loved "Splitting Heirs" but I am not so good at splitting hairs I just look at the main concept. You are not going to win battles with good divisions in the same region as corps. So put your battle winners in the corps except for your high initiative division leader.

Yes, good plans and thoughts. However, moving your 4-3-3 to division and substituting a 3-1-1 in the corps does mean the corps looses a bit of combat strength. But you do have the right idea.

Only activation of the Corps commander. That said, you do know the Army commander also influences activation

It looks to me that as you have an access violation as the last command line, you are not running the game in administrative mode.

Pocus, I do know several AGEOD games have been developed by knowledgeable gamers. Realistically, how much about the nuts and bolts of how these games are designed would the team need to know to be able to bring a game into the Archon, ok modder, experience modder or just an enthusiastic fan?

Occasionally, the game file become corrupt if not sent via zip or rar. If you carefully look at the syntax, you might discover a ~ has become a -. Or other such corruptions. So make sure to zip files.

The easiest way to mod for the non-specialist is to use the Plugin_1850GC.sct file in the events folder.
