Indicates weakened troops. It goes from green to orange than to red. Green units have all/almost all their hits. Red dots: your units are severly depleted.

If you change to the supply filter the same colours indicate the level of supplies.

My five cents to some of the remarks in this thread: Ammunition does matter! In protracted battles (or if one of your forces is attacked multiple times during a turn) your troops may very well run out of it.
