Once a city is under siege, neither a depot nor the city itself poduce any supplies anymore. Harbours however do as long as they aren't blocked by your ships or ice during winter. RUS is a nice game, but a little bit overwhelming. It has tanks, aircraft, different rebel factions, active foreign intervention, internal politics. The core is similar to other games, but... It's too much anyway. But it has good scenarios for several turns - Rise of Prussia, for example, lacks it....

Indicates weakened troops. It goes from green to orange than to red. Green units have all/almost all their hits. Red dots: your units are severly depleted.

If you change to the supply filter the same colours indicate the level of supplies.

In protracted battles (or if one of your forces is attacked multiple times during a turn) your troops may very well run out of it.
