I've played most campaigns now (with both sides) and have never experienced such disparities in casualties. Sure you're not missing something?

Were you out of supply?
Was the cohesion of your troops very low?
Were the troops not properly organised in corps and divisions?

I think "promotable" means "promotable when the conditions are met". When leaders have engaged in victorious battle there is a chance that they can be promoted if they have enough seniority. Haven't played 1815 yet. But in other campaigs the casualties seem OK. In fact I was sometimes surprised of having to fight the same forces over and over, where the defeated armies should really have desintegrated after one or two severe defeats.
