I think the first thing you'll want to do is patch to 1.07d. The forum indicates there were a lot of problems with the c patch.

I sometimes find it frustrating that a general with a seniority of 3 is the senior general on the board of that grade but cannot be promoted because the generals with 1 and 2 seniority ...

I'm only patched to 1.07a, but I get the same hint every turn. If I close the game and restart I will still get the same hint every turn, but it will be different than the hint I used to get.
