Develop Territory. WAD?

The game says developing territory increases loyalty in a region by 10%. I've used the card a couple of dozen times as Prussia, but it has not once increased loyalty. Is that a bug? Or am I missing something?

Does anyone have the latest stable/working version of Struggle for a Vast future?

I love the work of Clovis, but I can't get the version for 1.15 to work. I've got an older version for 1.10d. Is there any stable working version of SVF for any later patches? The 2.0 beta would be wonderful if anyone has it.
