Balloon starts out in Confederate territory

Running v1.11a

First Union Balloon appears in Norfolk a turn after the city has already fallen to the Confederates. I wondered if it was possibly before the "Northern Evacuation of the Port" event. Any thoughts? (Strong wind answers don't count :bonk: )
