Is it possible to add a structure into a Region/City? Which file have I to mod?

The link to the Generic Mod Enabler (JSGME) utility doesn't work. Is there the possibility to find somewhere this utility?

I just installed the patch 1.16 (and QF2). Since then I cannot enter the edit mode (I turn on the error log in, press the Key f9 during the loading of the game but nothing happens). I have windows 7 but until now I didn't have any problem with the edit mode.
Can someone help me?
