OK and now when I remove McDowell from his corps command and leave him as a single, it then says Banks is the most senior. So having McDowell in command of a corps must have done it, but how?

McDowell current seniority at 11, Banks at 7, but game is saying McDowell is higher and expects next army command? This ever happen to anyone else, am I missing something?

Naval Eng definitely seem to make a difference. Experimenting put Arm Frigate in Philly and one in Wilmington, 329 days vs 372 days.

Yeah I found them, they're showing up as fixed units.
