Brigades into Divisions...

Just out of curiosity, why can't you form a division with brigades when those brigades already have a leader attached.
I find myself with a LOT more leaders then I have commands for. If I could attach a leader to a brigade and incorporate them into divisions, that would make life easier.
Just wondering if anyone knows why this is not possible.

Well, is how the system works.
Its the same reason because you can't attach two or three leaders to a single brigade.
Divisions just can have one leader, the division leader, who will give the benefits of his stats and abilities to all the units of the division.
If you have spare leaders you always can use them as stack commanders on important garrisons, or to easy the command penalty of some stacks.
For example, a lone division stack will have a 10% command penalty. Put another spare one star leader on the stack and they will fight at full efficiency.

I've really wanted to have this idea incorporated into the game in some way. While some of the uses arsan mentioned are ideal.....I usually am still left with MANY 1-star 3-1-1 leaders sitting in Richmond or Washington with nothing to do. I figure, why not allow them to be brigaded...THEN placed INTO a division?
Can the game engine handle this?

4 single 1* leaders can command a 500 power stack, 900 if divisioned.
