Fixed vs Static

I most likely know the answer to this, but thought I'd throw it out there anyway...
Why are certain units "fixed" or "static", often at random intervals...and what is the difference between the two terms for this game?
I am guessing that "fixed" units either are restricted to guard duty for their region, or they are in training and recruitment...whereas "static" units are an example of certain leaders' initiative versus higher-motivated commanders. Though, this does not explain the "static" units without leaders.

As far as I know... there are 3 types of "blocked" units.
1.- Blocked forever (until attacked)... i.e. a coastal artillery
2.- Blocked for a determined number of turns... i.e. the Army of North Virginia
3.- Blocked for a random number of turns... i.e. some volunteers appearing during the game -> these have not a lock.

I've a bit mystified by the static units myself.
As far as I can tell, most static units appear as a result of state mobilization (in the case of invasion). The padlocked units are region specific whereas the static units are locked units wherever they are placed. Usually that placement is VP cities first, then a random placement.

Whats a bit annoying about the static units is that they lack that padlock to tell you they are fixed in place. When I was first learning the game I didn't realize that and it was a source of frustration. For clarification purposes, AGEOD really should add a padlock so that it is clear these are locked units.

Some units become unfixed, I just run cursor over units to see if I can move them or not. Especially with militias that I am going to move to my training centers?

I agree with you on this one. You can just put the cursor on a unit an d it will tell you. I have one interesting point. Gen. Howard got caught with a small force and attacked by a much larger force. The units ended up in Fairfax and he ended up in Winchester fixed for 3 turns. I then move3d him to the west and he did not arrive and a search
showed he was in a town in Ohio fixed for another 4 turns, but he finally made it to the west.
