Training Officers And Other Abilities

Okay here is my question....i havnt really figured out how to effectively use some officers skills such as "recruitment officer" and "training Officer" it says you can recruit conscripts if he is in a city...never seen it happen....and also that you can train conscripts into regular units each turn...alas still have never seen it...am i doing something wrong or am i misunderstanding what the skills are used for....is there some kind of guide that lists all the skills and how best to use them?

Recruitment officer:
You must put the leader INSIDE a big city AND commanding the stack (its ok if he is alone). Then, check the conscript companies you get form this area (on the top blackboard as you pass the mouse point over the area) and you will notice the number is much bigger with the leader inside the city than before.
This ability is very cool.
As the USA you receive several crappy generals with it (McClennard, Banks, Burnside...). Put one on them inside your biggest cities (the more conscripts per turn they yield, the bigger the increase the leader will provide). Usually, Washington, New York and Boston.
You can gain +20 extra conscripts per turn... thats 2.000 extra guys per turn to make new units or buy replacements !!

And for free!!
Training officer
The leader must be commander of the stack. If stacked with conscript infantry, they will be upgraded to line infantry. Two units per turn.
You will receive a message on the log about this change. Also bear in mind that if you don't have conscript inf stacked with him, nothing will happen.
Also, there is the similar Master Driller: who gives experience pints to the units on the stack.
In this case he does not need to be the commander of the stack

ahhh yeah it goes into your resource pool of conscripts....was wondering too about that...said the leader must be activated n to do that have to give him a unit to bond with so an inefficent maybe miltia unit sounds best I quess....need my best units fighting at the front.

No, activation does not matter. Its just needed that the leader is the commander of the stack (more stars/seniority).
You can always put him alone in a stack and it will work the same. Or commanding the locked garrisons you get on your big cities.
Just be careful in Washington and don't stack him with Scott, as he has the most seniority.

gotta ya, but he had to have been activated at one time and stacked?

It is a passive ability. It functions as long as he is inside the city. Stack-wise, as long as he is the stack cmdr., you are good.

I have noticed one thing a lot of those freebies you get as CSA are stuck/fixed. Also I noticed that some of the unfixed freebies will not move out of region - a bit of a pain that?

Still nice to get free troops, even if they produce little.
I dig it a lot from a role-playing perspective. I think it's cool that they show up to defend their homes. (I just assume that they were '4F' or whatever the term was for the period, if there was one...)

hmmm put does he have to be division commander, or just have a stack of troops, if thts the case why have him with any troops?....or does he have to have troops attched but not neccesrily as a division?

No, he does not need to have ANY troops, just be inside the city. But, if you have a garrison, you may as well command them, right?

For the training master (converts conscripts to line inf.): Just in command, division or otherwise.
For master driller (+1xp/turn/level of skill): Same, just in command.

thanks everyone for the help...i was in fact looking at the recruiting officer thing wrong....i thought i would get actual troops not just the company's added to the force pool....i am still having trouble figuring out what units count as conscripts to regular tho

Here's how you find that out...
1) Select a stack on the map. The units in that stack will appear in the window at the bottom of the screen.
2) Click on any of the units containing infantry.
3) Look to the window over to the right (the element panel). This shows the component pieces of that unit.
4) Click on any of the element boxes in that window. This will give you a pop-up of sorts with all sorts of information. One of those bits will say 'conscript infantry' or 'line infantry', etc.
That is where the training officer comes into play. He turns raw recruits into straight up and down infantrymen.
