Gun boats, forts, & ironclads

I was under the impression that the forts and ships would fire on each other (depending on the setting) when they came into contact....
Its turn 11 and I have yankees thicker than fleas running up and down my Rivers stopping at thier leisure, jumping out of the boat, taking a town or harbor and back on thier way..(i'm obviously playing CSA)
This would be so frustrating except I used my gunboats to block the northern confluents and southern main rivers (backed by my Ironclades as they came on line.
Now, They ALL have to pass under the guns of my forts no matter which way they come.
So I ask (very subdued I may add), "WHAT the heck am I missing?
Why I have someone smart on looking at this....If I make general A a Corps commander (better stats) and General B a division Commander (but he has more seniority). It seems that when I add general B (Division Commander) to the Corps he takes over as the Corp Commander, Is this right and something I just missed?
If I don't find out why/how these gunboats ect work I may as well figure on 12 turn games!!!!

For your forts to fire on passing ships, they need to have proper artillery and entrenchment (not sure about the exact criterea), and in some cases they also need to be explicitly told to fire on passing ships (especially when outside forts)
For ships to engage enemy ships, they need to be at "offensive" posture, IIRC
Sounds weird that a general with lower seniority would assume command over a stack from a general with higher seniority, unless the former has a higher rank?

Generals A and B have the same rank, 2*. You made General A the corps commander as he has good stats...no problem. You made General B a division commander...once again no problem. You place both in the same stack and the senior general, General B in this case, assumes command as he is the more senior. WAD as the senior general always commands.

(Reading Ricain's post, I see there might be grounds for misunderstanding somewhere; let's clarify if needed)
The senior general is the one whose seniority number is the lowest. Provided they are of equal rank, it's the one with the lowest seniority number who gets to command the stack, even if he's already commanding a divison or brigade.

I understand what you are saying about the forts (and I understand about the 'posture' of the gunboats ect).
But 2 questions.
1. Ok, I have looked at the forts up and down and how do I tell how much they are entrenched, what IS the proper entrenchment, and IF there is a posture setting for forts I can't find it.
For the most part it happens on iTS turn (of course) and I don't get a chance to see it coming, much less respond t it.
2. I keep getting messages that my Gunboat A did not engage ect (but I get like 5 of these messages).
So I ask, I understand if another gunboat would have a standoff...but I am ALSO talking about transports!! There is NO WAY I shouldn't SPANK the litlle buggers (is there...lol)!!!

Boats slipping by other boats too often is a thing that AGEOD are currently looking at, so I expect we'll see some tweaks there in a not-too-distant future.

This goes right to the core of the WEGO system; you need to plan for any and all eventualities that might arise in the 2-week period after you issue your orders

The larger the intercepting fleet, the greater the interception possibility.
If you really want to stop enemy boats from slipping through your blockade, put a larger, more concentrated fleet on the water.
