Can someone tell me exactly how the political cost of leaders effects promotion and loss of NM when someone is promoted above them?

I can't seem to find it anywhere.

When, you are about to promote a leader, hover with your mouse over a promotion icon. The tooltip will tell you the cost. The higher political cost of the skipped leader, the bigger loss in VP and NM.
