Winfield Scott

So my PBEM opponent had the bad manners to attack DC on Turn 6 of the campaign. End result: Longstreet and his one brigade retreated before combat, and Winfield Scott was unlocked.
Now I face something of an embarrassment of riches as early-game Union: suddenly I have a respectable 4 (!) star who's slow-moving but good in battle. Have to decide what to do with him.

He's not in the game for long so you probably won't get much use out of him...

Place him in charge of McDowell's Army, but leave Mcdowell as second in command for when he will retire, you'll definetely fare better

Enjoy him while you have him. And use him to do something in the east before Mac arrives.

Actually, the interesting thing: McDowell just got demoted (at the behest of horace greeley) Lil Mac moved to the AOP. But putting l'l Mac in charge will cost me 3 NM if I pass over Winfield Scott.
Seems to me I've gotten some use out of him already. Question is whether I can power-level some other three stars (cough Grant, Cought) quick enough to take over for him.
