Plz help w/ ZOC and Seige mechanics

The situation is this:

Me as the USA am under seige in Alexandria which has a fort and 95% ZoC and in Loudon I have another large force with a ZoC of 100%.

Now I wish to break the Seige without engaging in combat. If I move a unit outside of the fort I see it breaks the seige because the icon goes away. AND presumming that the CSA is in Def stance will this start combat. Or does moving a unit out to a area with 100% Zoc start combat?

With ZOC you mean enemy Military control of the region??
If so, you need to have more than 5% MC on your current region to not trigger combat with a enemy set on defensive. If he is on offensive combat will trigger no matter what MC%.

The whole point of a siege is to not let the enemy get out of it without fighting ;)

risky plan b:- detattach 1 unit from ur main stack in the siege, now with ur zoc advantage try and move ur mainforce out of the region with the avoid combat order and green green selected, means normally you get your army out, are able to combine it with a bigger army come back and smash ur enemy the next turn, or if u dont come back kiss goodnight to ur single unit left to hold the fort.

edit: arsan as i understand it to be making a seige you have to be on the orange offensive arrow? or i am up the wrong tree there?

No, you can siege on defensive. But better do it only when you have 95% or more MC on the region.
If you siege on defensive with less MC the enemy will be able to escape form the sisge or send reinforcements into the siege in defensive/passive postures.
But once the besieger reach 95% or more MC on the region the sieged side will have to attack to get out or into the structure, as even in defensive pasive posture he will be automatically changed to offensive posture for lack on MC.
