Csa Bull Run

Quick Newbie question.
I can't win CSA in "Hard" setting in BULL RUN. Perhaps because I can't organize the Confederate armies w/o incurring a command penalty. The closest I've come is a 61-79 stalemate. Can't ever take Washington & have a hard time getting past Alexandria. I've tried raiding in the North & cutting the railway connections, but the Union can supply from the rivers.
Any suggestions?
I've been trying to systematically go through the short scenarios.
