Money buget bug?

I'm going after ACW full War GrandCampaign: April 1861 Campaign.
Patch 1.10 used
I noticed something strange with money buget management.
In the turn "Black People Recruitment" got available as a player option, (I'm playing the camapign from the Union side), I signed and activated it: soon some 900 thousands $ were added to my U.S. money pool.
Indeed the additional money figured out in the "raise new unit screen", (F2), but are not reported in the overal resource balance.
I noticed that such a money disappears with next game turn if unused.
When I tried to expend the money as soon as it figures out as available I can pick up new units from F2 menu, but no such units are actually raised with next turn.
