can't figure this out

I cannot figure out why E. Sumner's command shows as being in Scott, MO, entrenched, and yet the tooltip and the tab for it shows it being in Reel, MO.
Can someone interpret the pic?

It's probably just a graphical error. If it says he is in Reel, he is in Reel. If you pick him up and place him in Reel, it will be normal. If you try to place him in Scott, he will start marching there.
It's not common, but sometimes units jump around and appear to be in the wrong place. The data is still correct. It's a minor bug.
Glad you are working on our next turn though.
