Victory screens need adjustment

Just finished an 1864 campaign game as the Union. In August I took Richmond and Atlanta. Confederate morale plummeted to 18. My morale was 159. My victory points were 2550 and the Confederates had slightly more that 1500 in victory points. This was called a stalemate! I assume this was not a bug, but when morale falls below the victory level in a campaign game it should be a decisive victory for the opponent, especially if the national capitol has been lost.
