Access Issue

I am unable to access my User CP, even though I'm logged in. So I can't edit profile, add pic, etc. Says I don't have permission. Help?
You have to satisfy 2 conditions:
You must be a registered user with more than 3 days AND you must have a postcount of 10 or more.
