Game stalls 1/4 in

The game is stalling about 1/4 of the way in with a message "ULocaliz.LoadLocalStrings, file not found: C:\Prorgram Files\AGEod's American Civil War\ Struggle for a vast future mod\Settings\LocalStrings*.csv"
The game then asks me for my serial number.
When I input the serial number, it asks me to input it again, and again... you get the idea.
The game had been on my hard drive and had been played successfully. I have changed MOBO since last playing the game.
I saw this situation addressed once before in the forum, but cannot find the thread.
I've uninstalled the game and restarted the computer. The current version was 1.13 though I suspect the disk is older than that.
Help?
