I am unable to move bateaux up the Hudson from New York. Is this a bug?

Living in Brooklyn, I see it every day-it's a big river!

several reasons that can prevent your bateaux from moving:

Hudson is frozen
the ships are overloaded (try with the empty bateaux first)
one of your unit is limited to a specific area
