Huger didn't last very long under Lee, and was relieved of command after the Seven Days Battles, where he was accused of "lackluster leadership."
4 is probably too high on the "strategic" rating....3 for "average" is probably better.
Does everyone feel that 0/0 for "offensive" and "defensive" is too harsh? It doesn't seem like he should any higher than 1's at the most. Personally, given his performance along the Virginia coast in early 1862, I think 0 is probably right for the "defensive" rating.

not that familiar with him, but it would sound like a 3/0/1 would fit

He was pretty bad. He gave up Norfolk without a fight and lost a large amount of men and material at Roanoke Island. He mostly served in the artillery before the war and had served on a board responsible for developing new artillery tactics. His performance in the Seven Days battles was terrible. After being relieved of field command he was an inspector of artillery and ordinance. 2|0|0 with the artillerist ability seems fair to me.
