My proposal

The slowest of the slow. Made McClellan look fast. Took thirty days to move thirty miles in his Corinth Campaign. The only opposition was from confederate skirmishers. Didn't do much better as Commander in Chief. Did little to control the armies in the field. Lincoln referred to him as a "first rate clerk". His expertise in military studies earned him the nickname of "Old Brains". Actually became useful as chief of staff when Grant became commander in chief. He took care of the paperwork and gave Grant more time to command.

agree with your analysis, but with a strategic rating of 0, will the game make any movement for him impossible (esp combined with overcautious)? if so, maybe we should give him a 1.

Maybe he will need a 1 but if anyone deserves a 0 it's him.

$Good_Admin_Cmd is antithetic with your position,

$Strategist and $Overcautious are fine IMHO, let's not overcrowd our leaders with abilities.

I was looking for something that would simulate his good work as chief of staff.

I certainly agree with him being slow. I just got done reading about his 4 week march, digging his way from Shiloh to Corinth.
