I see an entry for a George K Warren in the Union Army. Is this a reference to Gouverneur K. Warren?
USA George K. Warren ldr_USA_Warren2 NULL NULL NULL NULL 4 4 2 33 General 1 NULL 3 3 4
USA George K. Warren ldr_USA_Warren NULL NULL NULL NULL 4 4 1 26 General 1 NULL 3 3 4
Govenerneur Warren was chief engineer in the Army of the Potomac, so he should certainly get the "Engineer" trait.
You might also consider giving him the "Signal_Cmd" trait, in homage to his work getting troops to Little Round Top on the second day of The Battle of Gettysburg.

Should we give him the Slow mover ability? He was relieved from Commandby Sheridan and Grant to due to his overcautious attitude.

no... it seems as if everybody is getting either the slow mover or over cautious trait... and while he was slow post gettysburg, he certainly wasn't slow @ little round top

When he finally got a court of inquiry 14 years after the war he was exonerated of the charges. Unfortunately he died 3 months before the verdict.Overcautious might be a better fit in his case. Grant had considered him too cautious even before the five forks incident, that's why he allowed Sheridan to remove him. I agree that he should get engineer.

The fact that many Union commanders get Slow_Mover, Over_cautious etc. can be a good thing, it can be one of the factor that can lead to the realistic result of Union Armies procrastinating in the first part of the war. Your thoughts?

Overcautious: Give command point penalty. Warren did not show any problem in commands at Little round top and this would be counter thematic with Signal_cmd that give Command points bonus.
Slow mover: Give move malus.
I think Warren was an excellent commander and his troops were very well organised. However, I think sometimes organisation is the ennemy of quick reaction, that's why I suggest slow mover.
Unless Pocus can easily come with a new ability that give malus to the "comiting time", hence Warren could be there in time for the battle but his troops might join too late to the battle.

the offensive/defensive rating is used for the check. Yes, this is a simplification, but we have to do some.

OK, what about this proposition then:
USA Gouverneur K. Warren ldr_USA_Warren2 $Engineer $Signal_Cmd $Slow_Mover 4 4 2 33 General 1 NULL 3 2 5
USA Gouverneur K. Warren ldr_USA_Warren $Engineer $Signal_Cmd NULL NULL 4 4 1 26 General 1 NULL 4 2 5
Rational: All of Warren's success were defensive battles. His action is mainly discussed when it comes to move and manoeuver agressivly his II corps.
