Couch commanded the Federal II Corps at Fredricksburg and Chancellorsville, so you may want to add a Corps Commander entry for him. He didn't get along well with Hooker, and must have been extremely frustrated with the Army of the Potomac's performance in the previous fights, and as a result requested reassignment. However, Couch seems to have been considered a solid commander whose talents were wasted sitting on the sideline, and he shows up again in the Western Theater as a division commander in 1864/1865.

After reading wiki entry on him I got under impression that he was above average commander at least.
Traits suggested:
0 Militiaman Discipline bonus of 1, Cohesion bonus of 10 to all Militas in the stack.
Militia under his command played a strategic role during the 1863 Gettysburg Campaign in delaying the advance of Confederate troops from the Army of Northern Virginia and denying them passage across the critical Susquehanna River.
20 Engineer Provides a one point siege bonus to the whole stack when defending or attacking forts.
Fort Couch in Lemoyne, Pennsylvania, was constructed under Couch's direction and was named in his honor.
I am leaving his numbers to rest of you. Maybe something like 4|3|3. I dunno

That seems fair...I like the Militiaman idea...although someone else did mention that we seem to be bit liberal throwing around the "engineer" trait.
I would recommend:

And maybe a point lower on strategic rating as a Corps commander? Any thoughts?

I think her certainly deserves the militiaman trait, although engineer is stretching a little. I also say keep his stats at 4|3|3 for a division commander, but maybe a 3|3|3 as a corps commander - solid, but nothing too exciting. Comments?

3-1-1 is average, 3-2-2 is solid but not exciting, 3-3-3 is really good, with 4 you are already in uncommon leaders, 5 is exceptionnal (no more than an handfull of such leaders in the whole war), 6 is genius (1 or 2 for each carac).

I agree with 3|2|2. I see him as slightly better than average.
