Robert M Holmes should be Theophilus H Holmes. He was best known for not doing much at the Seven Days battles particularly at Malvern Hill. When transfered to the Transmississippi his subordinates complained that he was not fit for the command. I'd lower his stategic rating to 2 and give him teh overcautious ability

Let's give him some command penaly ability (overcautious) and a 3 in strategic rating. With slow mover no player will be using him at all...
