In my latest game I control all of Kentucky except for Liousville. Yet I cant recruit anything except militia. Loyalty level at 70 + %. Yanks invaded so Kentucky comes out for CSA - correct - yet I cant recruit. Also full liberties still in force.
I have lost the whole of Missouri where I hold only one city and it is under seige - yet I can still recruit there - not that I want to?
At what point can I recruit anything more than militia in Kentucky?

it will happen, just hold on... Suppose you could look at it as the state authorities preparing the infrastructural work required to start mass enlistment of men.

What date is it current? I know that by 1862 you'll be able to recruit troops from Kentucky, mass of troops.
