Recruiter leaders

What is the effect of leaders with the Recruiting Officer characteristic? I have been putting all those leaders that I get in the early game (Banks, Halleck, maybe another one?) in big cities but when I roll over those cities on the map the little display at the top that shows how many resources I'm getting from there doesn't seem to reflect an increase.

Make sure to put them in the cities, and not outside.

What is the actual effect? Does it add some particular amount of companies a turn? Or a random amount per turn? Or is it just every now and then? I'm sort of wondering what the comparative value is of putting Halleck in Chicago versus having him commanding an army somewhere. Banks I think would not help any armies but Halleck is a more useful guy.

I *think* they double the amount of conscript companies raised from a particular region (with city?) each turn, though they might just be adding a number too. Haven't made exact observations of it, I'll admit

Do they need to be in command of a force? ie do you have to pay division leadership cost and put them in command of a small division in order for the recruitment to take effect?

Are there any Confederate leaders who get this abillity? I have not noticed this myself..

Hi
As Rafiki says, there is no need for the leader to command a division or any other troops... BUT he have to be in command of his stack (even an empty stack just with him alone is enough) to give the increased conscriptions points.
I mean, if you put him in a stack with another senior leader he will not give the advantage. So the best is to put him alone in a stack, or commanding the city garrison with no other high seniority leader in the stack.
I learnt this with the USA in Washington. If you put Banks there you have to put him in a separate stack than Scott, as the old man outranks him and don't let him give any extra conscription points.
About CSA recruiter leaders... i'm not sure at 100% but i think there is none in the vanilla game.
I think there are mods (leader mod?) which give some of the CSA leaders this ability.

I don't remember Halleck being a recruiter. A trainer for sure but a recruiter? It must be Burnside I think

Do locked leaders that have the recruiter ability still add the same bonus? Also, do the leaders have to be active to provide the bonus?

In my experience, Banks, Burnside, McClernand. But I am quoting from memory. Halleck has the good army administrator and maybe the training trait.

Yes. No recruiter leader begins locked (i think) but you can "lock" him by putting him in command of a locked stack (city garrison) and will work OK.
About activation: no it works always no matter active or inactive status.
