Penalties cumulative?

Acitvated Penalties....

Quick one here....

In a battle...are the penalties for ALL unactivated commanders cumulative? or does the penalty never rise above 35%?

Any given stack will only have one commander who can be inactive, and any unit will belong to one stack only. Therefore, any given unit can be affected by only one commander's inactivity. I.e. no cumulation :)
