Division form-up cost

I got a message saying something like "a unit: didn't pay division cost" and this turn I couldn't form new divisions (Not enough assets, 1 div requiring the form-up cost)
What does it means and what is this form-up cost?

10 money, 1 conscript and 5 war supplies per division formed.
Check the tooltip over the form division button.

You need to have 10$, 1 conscript company and 5 war supplies available when the division is formed (during turn resolution) otherwise the division will keep suffering the forming penalty (to the division commander's stats).

Further, you need to have the funds at the start of your turn to have the option available.
On the turns preceding a turn where I know that I will be forming a number of divisions, I always make sure to leave myself a pad of the resources needed.
A (small) tip on divisions: It is often said here to recruit 'in divisions'. ie: build all 17 of the elements you will need for that at once. I would add to this that if you have the leader available, to form the division when the first element of it is ready. This way, you get the stat penalty out of the way prior to sending it to the front. (ideally)

Leave an additional pad if you're doing any railroad repairs. There is a small cost in $ and war supplies for them.
Also, if you choose any financial options, set aside some $ to account for inflation ... I believe it is calculated on the same turn that you choose the option.

But there is still something I don't understand, do you really pay the cost (like if you were buying something) to form a division or you just need to have enough found available?

Though I haven't checked the book-keeping, I'm pretty sure you actually pay it.
