Control Points

Question: The black-n-white bullseye icon, when your mouse-pointer hovers over it says: (for example)-

Thanks to your mobility your Army can penetrate any nieghboring region.
Zone of control points generated by your possessions:37
Evasion points of your Army:13
Zone of Control points generated by the enemy:0


What does all that mean? {the example given above's numbers, 37,13, 0 -
is that good, bad, OK, could be better, what?}

Its your overall combat power versus the opponents within that region.
It affects military control of the region.

Not exactly. It is used to see how mobile your army can be, toward adjacents enemy regions. You generate patrol by summing the patrol value of troops + a bonus for a fortification. This is what is called Enemy Zone of Control.
Then you have evasion points for your troop.
These 2 values allow us to see if some regions can be prevented from being entered by you. Picture 2 opposing armies facing each other. You won't be able to penetrate deeper in enemy territory, baring some fights, while the enemy is there. This is exactly what the rule achieve.
