Im moving a unit and the first 3 regions it will move by rail, the last 3 by river. Do I click both the rail and river movement tabs at the "start" of the move, or click rail tab, move till out of RR, then also click river tab and move by river? Thanks.
Also, does the Texas Defense force ever move?

yes, click on both rail and river, then move to the region you want. aacw will path the most efficient way to get there; however, be aware of the path it sets. I've seen it take me thru enemy territory. if that happens you can manually set a safe path by going region to region.
Not sure about the texas force, but my guess would be it will not move unless attacked.

State Defense Forces usually come with a mix of militia, cavalry, and an artillery. I believe the militia's are static (won't move) while the horse and guns will move. Separate the static from the movable ones and you should be able to move.

Nod to Barksdale.
You can definitely separate the Cav. and Arty.

Thanks, another quick RR question.....
I understand you lose 3% RR capacity per turn. At the economy screen, one click on the locomotive icon gives me (10) locomotives. How do you figure out if that's enough to compensate for the 3% lose per turn?

It's simple math. For example, say in the current turn your rail assets total X. Next turn your rail assets will be X(1-.03). Just buy enough trains to keep it stable, or increase it if you need to.
