off map regions?

what are all the off map regions for? the europeon regions are for possible foreign intervention right but what about mexico and cuba? what are they for and how do i interact with them?

With regard to Mexico, I would imagine the same things goes for its intervention, I think possibly late in the war. Until Mexico is triggered however, you can't do anything with it. This goes for Canada also. Not sure about Cuba, probably something for the CSA to do there, but I haven't played as the CSA yet.

I have gotten foreign interevntion several times and what you end up with is: Great Britian and France can be entered/exited. Great Britian has the BEF which comes in handy when you get it. GB and France both have fleets stationed there.
I have never been able to get anything to happen with the European Countries block though.
All of Canada opens for play.
Chihuahua in North Mexico, and Veracruz in Mexico come into play. Veracruz has a French army there and receives a second small force later. The Mexico city side of Mexico remains locked.
The West Indies and Jamaica open up with some fleet units, and can be an arrival point for forces that you receive from the British and French. Cuba remains locked.
Not really an off-board region, but the Bahama's will have British fleet units for you.

Cuba is not enterable, I remember reading something about it being created for a possible expansion that was never done.
