Foreign support units

Hi folks, after reading here for a long time and enjoying this game more than any other the last years, I think it's time for some input by me.
For the first time the British an French forces joined me playing as the CSA and I noticed some things:
The support units (at least enginers, signal and medics) for the british and french do need command costs, while the CSA und US needs none. Is this intended?
I also noticed the foreign divisions are still using Divisional HQ units (I thought they were removed from the game some time ago) ????
And one more (while not a big thing): I got twice the message France joined my side, while one of these massages actually was for the the British forces (I also looked at the US side and there was the correct massage for each country).
Edit: I started the game under 1.06 and patched to 1.07a, may my observations refer to this fact?
