Creating Armies HQ?

I still haven't figured out to create an army. I have 3 star generals who are active and not in another army. The tooltip suggests I need an HQ. How do I get one of those?
For example I have John C Freemont in St. Louis, 3***. I can turn him into a division leader by paying the cost. But, the create army function is greyed out.

Army HQs are units that you build like any other. You'll normally find them in the "support" tab in the reinforcements-screen.
If you don't find them there, you have exhausted the pool you have (easily dne early on), and you'll have to wait for additions to the pool to be able to build any more.

Early reinforcements gobble up the pool before you see it.

it usually takes me a few months before i see any available...just check each turn. dont forget replacements for them as well! they cant be used until fully operational. it seems to take a while to get armies organized. start with divisions first.
