Signal Units and Balloons

Ok, still not sure how these units work. The manual says they add +2 to Strategic Rating for a Stack for Signal, and +1 for a Balloon. That doesn't seem to mean, however, that you can get McClellan to a 3 strat rating using a Signal Corps. So, how do these puppies work exactly?

And thus, it would be best to assign them to corps/multi-div. commands, not Army stacks? And does the same apply to Engineers and medical units, too? (I mean, do their boni only apply to their own stacks, not subordinate stacks or other stacks in the same region?)

Any stack that you find is beyond its command limits put in a signal and balloon to help alleviate the problem. Could be Corps, could be Army, could be an Independent Command. Effects are not cumulative though, only one signal and one balloon have effects (best combination is 1 signal + 1 balloon, no sense to have 2 balloons in one stack).

Careful, if the enemy stack is led by this guy the enemy has twice the CP bonus with balloons.

P.S.: Engineers seem to give boni only to their own stack, but not to other stacks in the same region, too. But what about medics, if I may ask?

Medics' ability applies to stack too.
