Campaign: Early armies/units appearing by event

It really seems to me that for the campaign game, all the units that appear via event (say like for the Rebs - the Armies of the Shenandoah and Potomac and other large forces) should be listed down somewhere so that a player understands what is in the 'pipeline' and can account for it in his purchasing/planning.
I am not talking about a unit so-and-so that appears later in the game. But for the early phases, this should be noted somewhere, if only in a document.
I mean, consider it - "Today President Davis was shocked to find that two entire Confederate armies were formed up out of nowhere. Said Davis, "I simply had no idea we had so many southern patriots. Here I was about to call for a draft!""
So, it is irritating to go back and restart a game because you realize you are preparing something that already is in the pipeline.
