1.06b AI oddities

Playing as the CSA I´ve noticed a couple of things that make no sense for the AI to do (or not do)
First, no army is created, the AI builds HQ but they are sitting in Washington, 3 or 4 of them, even with my semi encirclment of the area they should be able travel west where they are badly needed. If they stay because the AI evaluates they are needed for the defense of the city, it should be corrected, I think.
Second, the AI has decided that one of the forts south of Florida is of paramount importance, so 46 thousand troops are packed there together with a lot of generals that disembark alone in the CSA´s eastern coasts and then travel south by land, maybe this troops and officers were given some R&R time.
I don´t know how the AI got the troops there since I checked only after detecting one of this generals having a nice trip south over Georgia alone.
