I'm confused about the "parent unit" thingie.

Would I have to have a sharpshooter unit in every division (even those that are stacked together) to get the bonus?

Yes you need to have one in every divison to get the bonus for all units. A general with the surpriser skill is also a good idea to further increase your chance of first fire.
