If a general is inactive, can they still be ordered to move into enemy territory in Defensive mode?

If so, if that territory is controlled less then 6%, are they automatically switched to Offensive mode?

If so, is this a "gamey" tactic to get inactive generals moving?

Also, if I understand correctly, there is a penalty in combat for the general being inactive.

Thus you can attack with an inactive leader, but he'll get a penalty.

This is a big problem in BoA, where the British can win a battle with a penalty or not, but is less of an issue in AACW, where the forces are evenly matched, and defensive bonuses for entrenchment and such can be very large.

Maybe one day an optional activation rule which prevents inactive leaders from entering enemy territory will be added to AACW, keeping sedentary generals like McClellan or Buell in place, but generally the fear of a Fredericksburg type defeat is currently enough to keep these leaders in check most of the time without such a rule.

you get up to -50% (BOA) or -35% (AACW) to fighting efficiency in such case.
