On the tooltip it says they can recruit new conscripts on a regular basis inside a level 5+ city. What I want to know is if the recruitment increases if you put him inside a bigger city (ie he recruits twice as much in a level 10 city than he does in a level 5 city)?

No, no impact. The level may be 5 or more, but the rate is not affected by the city size...
