Game start units

I remember a thread about this some time back, but cannot find it again.
I was wondering if we could get the prepositioned units on the map filled up from the time they appear. This includes the B supply in Fort Monroe, the Garrison down in Fort Pickens and a few others. I get tired of my replacements that I purchase going to fill up units that I believe should be filled already. Granted this is not as bad as it used to be, and only involves about 5 units now for the Union side. I haven't tried the CSA side recently, so I am not too sure about what is going on on that side of the fence.
