as is the utility of the Cuba and Holland boxes?

I'm playing ACW and i dont't understand the utility of the Cuba(Spain) and Holland boxes because it isnt allowed the entry to this boxes whith ships.
Can be useful if the foreign Entry occurs?

Only me...and I won't tell
In fact they are here for 'planned' expansion and new rules for the game, but this is not for now (or even 2007 at all)...I need to keep some little secrets
