Do you get a morale malus if you reduce industial investment?

Just wondering about this, as in latest game I decided to reduce industrial investment in a number of states so as to have more for building railway and riverine transport, and noticed there was -2 morale figure at the bottom. I hadn't made any drafts or taxes, or printed money, so I'm wondering whether the is a morale malus if you drastically reduce investments?
