Gaining control of a region...

I want to gain control of a region that has nothing but a railroad track passing through it because the rail line can be used to pass supplies further up the line to my troops. This region is in USA control at the present. What do I need to do to gain control of it? With no enemy present i thought that just passing a cavalry unit through it would work but it didn't. What type of unit do i use and how long must it stay there until control is gained? Also, once control is mine, will it remain mine if the unit moves?

IIRC you need more than 25% control to get supplies through.
As to how to achieve that 25%, I'll leave that to the bean-counters

I have had success with a cavalry division. I think it has something to do with the police rating of units.

Calvary is best, but the most effective is to send as large a force you can to the region.
Militia is a poor choice. Same with Artillery.
If I need it now, I have to send in a full division force to get it, usually.
If a few turns is OK, 6 elements is about right.
Have not yet counted the beans

I finally caught on to this tactic a couple of days ago. Like you, I use cavalry and/or an infantry brigade.

the sum of police ratings of the elements stationed is used.
once the region secured (= abstract patrol and such), it can degrades eventually if the loyalty is low and you don't have a troop there.
