tooltip message

When I place the tooltip over either my forces or enemy troops, I receive a numerical indication, i.e. 120/63. The first number is clearly the strength rating for the unit. What is the second number? I thought it might be cohesion, but the number doesn't exactly match, although it is usually close.
What gives?

the second case is the standard/nominal strength. In your case the unit is oversized (more units that the standard expected TOE)

One other question, then. How reliable is the information with regards to enemy strength? I'm playing with FOW, so I'm tempted to take the information thus provided with a grain of salt. Note the strengths displayed in the attached screenshot. It would seem that the Stonewall Brigade is on it's last legs, perhaps a dangerous assumption?
