Two questions....

1) I have Bonham commanding a Corp. I order him to retake Norfolk. He performs poorly and his Corp retreats into North Carolina. I look around for another 2* and find that Gustavus Smith might do a better job so I send him by rail to meet Bonhams Corp in Garys, NC where I intend For Smith to releive Bonham as corp commander who will be sent back to Richmond for a desk job

. When this rendevous takes place I break up the Corp and pull Bonham out with orders to go to Richmond. That leaves me with Smith's command, consisting of only Smith, and Longstreet's command, consisting of the remaining 3 Divisions of Bonhams old Corp (Longstreet being the most senior), some Corp artillery and a Supply Wagon. Smith is the only 2* in the region and I can't get the "form Corp" button to activate. I have even tried to converge Smith into Longstreets command and it still doesn't work. What have I done incorrectly?
2) I have asked this before and never got an answer. On the roster page filtered for Commanders, there is an item titled "HEALTH" with a value. It's driving me crazy to find out what this value stands for. I might be a number such as "18" or "257 " or sometines it is a fraction stated as "1/1" or "8/20" for example. The tool tip says "Health/Hits but what does a single number like 35 mean? Also what signifigance does Health have in the commanders performance in the game.
I hope someone answers. Thanks in advance.

It could be that you have your units too far away from the parent Army to form a corps. Check the Army you wish to attach this corps by selecting the Army and pressing the <shift> key. This shows the command radius of the army, you can only create corps within this command radius. I believe every army can support upto 3 corps. I have tried to create a 4th corps and it hasnt worked for me, I thought maybe the Army leader attributes may have a role in this but I believe its hard-coded to 3 corps/Army max.

Thanks for the answer. You see I broke a Corp and am just trying to reform it with a new commander. I am not adding a Corp.

Have you checked the command radius of the army the corps was part of?

I'm pretty sure that for all practical purposes, reforming is constituted of breaking it up, then adding it over again.

Definitely no 3 Corps limit per Army as I've had 5, maybe even 6 under the Confederate Army of Northern Virginia.
Now, the way to transfer command of that corps from one leader to another outside the actual range of the Army Commander could have worked, but I believe the only way would have been to move the new leader into the existing corps and then remove the old leader. But that supposes the new leader has either a higher rank or better ranking ("préséance"). If the old leader is senior he will always retain the Corps Command under such a situation.

this must be because the corps is out of command.
The health is the sum of the hits of all elements in the units, so if you see a leader with 250 health, it means he is in command of a division with the elements within having 250 hits total.

Thanks for the Health answer Pocus. Also the Corp button was not activating because Smith was outside Beauregard's command radius. I move him a few regions over and it worked fine. Is this game great or what? I have 4 Corps under Beauregard and there doesn't seem to be a limit yet.

I believe the possible restrictions are in the greyed out tooltip to form a corps.
The limit is 6+strat rating, so you are rather safe.
