Two questions

1. What do the different background colours for the Federal units signify?

2. What determines the command cost for infantry brigades? It seems to range from 1 to 3 (the manual says 4, but I haven't seen that).

I searched the manual and the board for answers, but couldn't find them.

BTW is "hated occupant" correct? Shouldn't it be "occupier"? Occupant to me sounds like someone who lives in a room or house, not someone who occupies a city or state with military force. But of course English isn't my mother tongue. :o

1. navy blue for marines and sailors, light cyan blue for volunteers, 'regular' blue for the army.

2. They only cost 3 at most, 4 are for divisions. Generally its 1 CP per element in the brigade, up to 3 CP. Sometime the CSA get a little bonus there (I think some of their 3 elements brigade cost only 2 IIRC).

Most of the elite "Strong Morale" brigades you get by event have a reduced CP cost...some as low as "0".

As such, I'm torn whether to put them in a division or not. Pro: Gives the whole division the Strong Morale trait. Con: You basically lose the CP discount, as it's elements that stack up to 18 in a div, not CPs.

I'm pretty certain I've seen at least one 4 Command brigade (7 Regiments/Batteries for 4 Command, which is pretty good). Though I'm not sure which unit or even which side.

must be the big VA brigade with 7 elements then
